Revision of the Disciplinary Regulations of the Civil Service Commission

In the interest of permanently protecting the rights of employees without limiting their accountability, the Civil Service Commission is in the process of revising the Civil Service Commission Disciplinary Code (L.S.Kost.03), and points for improvement have already been identified.

In this context, the General Workers Union was asked to provide its comments on these regulations without prejudice to the final conclusions of the Commission.

After internal discussions, the GWU has put forward these proposals for better disciplinary procedures to support and advance the principle of natural, reasonable and fair justice. These include the following:

  • There should be an opportunity to review disciplinary sanctions; and that:
  • An employee should not be suspended before other options have been explored.
