During a discussion hosted by IDEAT, Josef Bugeja, General Secretary of the General
Workers’ Union (GWU), emphasized the importance of trade unionism in the modern era.
Bugeja posed a thought-provoking question: “Imagine a world without trade unions how much more abuse and exploitation would exist?” Highlighting Malta’s progress since the 1970s, he pointed out labour protections like workplace health and safety, which remain absent even in some developed nations like the US. Malta’s active role in international forums, such as the International Labour Organization (ILO), underscores the value of its trade union environment.
Bugeja also applauded recent developments, such as increased minimum wages, additional leave for public holidays falling on weekends, and collective agreements safeguarding workers’ rights. The GWU’s cooperation with the government has strengthened the union’s foundations, ensuring its continued advocacy for fair worker conditions.
Minister Byron Camilleri underscored the government’s commitment to worker welfare, recalling a 2015 legal amendment that enabled disciplined forces to join unions. Public consultations on the Migration and Work Policy also drew over 300 detailed submissions, reflecting unanimous opposition to worker exploitation and discrimination. Outcomes from this consultation are expected soon.
The discussion also featured industry leaders, such as Fabio Muscat of OZO Group, who shared how collaboration with trade unions transformed labour relations within his company.
Participants stressed the need for stronger trade union education, particularly among
workers from diverse cultural backgrounds. Looking ahead, speakers like Jurgen Azzopardi from GWU Maritime and Aviation suggested integrating trade unionism into school curricula, ensuring future generations understand its relevance. Calls were also made for government funding to support union operations.
This discussion highlights Malta’s proactive stance on evolving labour rights issues from gig economies and workplace flexibility to international health and safety standards reaffirming the vital role unions play in safeguarding worker dignity.
