The aviation sector is strategically important to the Maltese economy

“Workers must remain at the centre,” stated GWU Secretary General Josef Bugeja

The strategic importance of the aviation sector to the Maltese economy was highlighted in a speech delivered by General Workers’ Union Secretary General Josef Bugeja last Wednesday. The address took place during a meeting organized by the Civil Aviation Section of the European Transport Workers’ Federation (ETF) at the Workers’ Memorial Building in Valletta.

As an active member of the ETF, the GWU proudly hosted this three-day meeting, which brought together representatives of aviation workers from across Europe for discussions on the future of the industry.

In his speech, Bugeja emphasized the need for growth in the sector to accompany strong safety oversight and robust social protections for workers. He noted that the world of work is undergoing rapid transformation across all sectors, primarily driven by advances in artificial intelligence and digital technologies. As this change accelerates, he asserted that workers’ representatives must advocate for an approach that prioritizes employees in every decision-making process.

“AI and new technologies must support workers — not replace them,” said Bugeja. “We must proactively shape change to ensure it benefits both workers and society as a whole.” He highlighted that while technology can enhance productivity and efficiency, the human element must remain fundamental to the workplace. “Work is done by people. Technology is a tool — not a substitute for human responsibility, creativity, and dignity.” 

Bugeja also stressed the importance of protecting work-life balance, calling for clear safeguards to prevent issues such as constant availability, digital overload, and the erosion of working conditions.

Josef Maurer, Head of Aviation and Maritime Affairs within the ETF, also commented on the significance of this meeting. He noted that discussions centered on the aviation situation in Malta and across Europe, engaging with the relevant authorities.

Maurer mentioned that this partnership continues to strengthen collaboration with Maltese authorities to address issues faced by members, particularly those related to aviation security legislation.

Jurgen Azzopardi, Secretary of the GWU Maritime and Aviation Section, explained that the purpose of the meeting was to continue improving conditions for their members. He stated, “With this meeting, we aim to broaden our membership beyond its current scope. Many workers are spread out, and through collaboration with other unions and the ETF, we believe this expansion is achievable.”

During Thursday’s session, several representatives, including those from ALPA, the Cabin Crew Union, and the ETF Joint Aircrew Committee, also contributed to the discussions.
